The Senior HR Manager & Country HR Leader plays a dual leadership role for France and Clichy Headquarters, combining responsibility for Human Resources/Engagement strategy with country HR leadership, local HR governance, and service delivery. He/she acts as a key partner to leadership and BU HR Partners, ensuring an engaging employee experience, strong social dialogue, consistent HR practices, and effective deployment of the HR Target Operating Model in France.  

 

Key Responsibilities 

Human Resources Leadership 

  • Define and implement the HR/Engagement strategy for Clichy HQ in alignment with the broader France country HR agenda and Group HR priorities. 

  • Lead labor relations and social dialogue, including: 

  • CSE and Group Committee co-leadership. 

  • Annual negotiations (NAO). 

  • Thematic commissions. 

  • Collective agreements (e.g., remote work, quality of life at work, gender equality). 

  • Design and roll out high-impact HR projects enhancing employee engagement, well-being, health and company culture. 

  • Work in close partnership with HRBPs supporting France-based teams to ensure aligned employee messaging, coordinated support for leaders, and consistent application of HR practices across populations. 

 

Country HR Leadership & Service Delivery 

  • Act as the Country HR Leader for France, ensuring a consistent BIC employee experience across France-based populations, including Clichy HQ. 

  • Build and maintain the country-level HR social architecture, including local HR policies, benefits practices, and employee experience standards, in alignment with Group HR and the HR Target Operating Model. 

  • Own the country HR service model in France, clarifying accountabilities across HRBP, Country HR Service Hub, GBS, Centers of Expertise, managers, and employee self-service. 

  • Collaborate closely with in-country HRBPs to ensure country-specific HR requirements; employee relations considerations, and social dialogue implications are considered when supporting local leaders and teams. 

  • Partner with GBS and HR Operational Excellence to ensure effective delivery of payroll, workforce administration, HR data, and other operational HR services. This role will lead the French payroll team.  

  • Support implementation of the HR transformation roadmap locally, including role clarity, process adoption, service transition, and change management. 

  • Partner with HR Excellence/Labor Relations, Total Rewards, People & Culture, HRBPs, and business leaders to ensure global HR priorities are executed in a way that reflects France-specific legal, social, and cultural requirements. 

  • Partner with global HRBPs and HR teams supporting global functions to ensure France-based employees are effectively represented in global people decisions, organizational changes, talent processes, and employee experience initiatives. 

  • Lead the Executive Assistant support model in France, ensuring consistency across administrative support and identifying opportunities for improvement. 

  • Coordinate country HR priorities across business lines, functions, and sites to support the new operating model and reduce fragmented ways of working. 

  • Maintain strong connections with employee representatives and local stakeholders to support required consultation, communication, and implementation processes. 

  • Monitor country's HR service quality, employee experience, and adoption of new ways of working, escalating risks or gaps where needed. 

  • Change management leadership: as our HR delivery model evolves for the country, they are responsible for leading the change towards the HR community, People Managers, Leaders, Employee Representatives and Team Members. There is a strong ownership of Employee Comms here, in alignment with the EVP. 

  • The role will strongly partner with TA to prioritize campus management reach out and efforts, and coordinate the allocation/distribution of the "Taxe d'apprentissage" accordingly.

  • This role will own the Disability policy and program for France: they need to define the best transversal program to support our efforts to hire and support professionals with disabilities 

 

What You Bring 

  • 12–15+ years of progressive HR leadership experience, including roles such as HRBP, HR Director, Head of HR, or Country HR Leader within an international, matrix organization.  

  • Hard skills: deep expertise in French labor relations (works councils, collective bargaining, employee relations); HR transformation and change management; HR operations and service delivery; people leadership; Employee Experience, Engagement & QVCT programs; DE&I and Disability initiatives; HR culture and internal communications.  

  • Soft skills: strategic business partnering, strong leadership and stakeholder management, ability to influence senior executives and employee representatives, excellent communication and negotiation skills, collaborative mindset, data mindset and the ability to lead through change in complex environments.  

  • Education: Bachelor's or Master's degree in Human Resources, Business Administration, Labor Law or a related field.  

  • Strong plus: experience supporting a global headquarters, partnering with international leadership teams and HR Centers of Expertise, and driving HR transformation within a multinational organization.
